School Facilities Subcommittee Meeting
October 27, 2010 Minutes
A School Facilities Subcommittee meeting was held on Wednesday, October 27, 2010 at 6:30
p.m. in the City Council Chambers. Present were: Barbara Isola, Emily Lebo, Dave McCarthy,
Jo-Ann Bragg, Anne Mahoney, Mayor Koch, and Elaine Dwyer, Chair. Also present were
Superintendent DeCristofaro, James Timmins, and Tefta Burrelli, Clerk.
Mrs. Dwyer called this meeting to discuss the disposition of the old Quincy High School. She
had asked Mr. Timmins to look at the Committee’s questions from the last meeting.
Specifically, who owns the land that the old building sits on. The Committee was told
previously that the land belongs to the Quincy High School complex.
Mr. Timmins told the Committee that the reuse of the Quincy High School provision in the City
Charter Chapter 43, section 33 states that “the school committee shall have control of all school
buildings and grounds connected therewith.” The City of Quincy is a municipal corporation
and only the City can own land. However, the School Committee has total control over the
buildings and grounds. Mr. Timmins showed the plan outlining the campus of the new Quincy
High School and the old Quincy High School. It highlighted the land that would be added to the
campus.
He has suggested the Committee make a motion to demolish the building but retain control over
the land so that the land can be considered part of the current Quincy High School. This meets
the School Committee concern.
Mayor Koch added that the building will be demolished when school is closed next year. He is
looking at some varied uses on what would be left -- perhaps some additional parking, some
short term and handicapped spaces, and additional green space. Some grade changes need to be
made. Some of his engineers will look at that. We can include that part as part of the budget.
This will be done in June.
Mrs. Dwyer made a motion, seconded by Mrs. Bragg,
WHEREAS the City of Quincy has recently opened the newly constructed
Quincy High School building, and in doing so, discontinued the use of the
building that formerly served as home to Quincy High School; and
WHEREAS, the School Committee has reviewed options for the use of the
old high school building, and the costs for same, and thereupon concluded
that the building does not allow for financially-feasible reuse options, but the
land on which it sits will serve as an important part of the grounds and campus
of the new Quincy High School.
NOW THEREFORE BE IT RESOLVED BY THE SCHOOL COMMITTEE
OF THE CITY OF QUINCY that, in accordance with the provisions of Section
33 of the Charter of the City of Quincy, the School Committee discontinues
the use of the building that formerly served as Quincy High School, but retain
the land on which the building now sits and the grounds surrounding it to
serve as an integral part of the campus of the newly constructed Quincy High
School.
The ayes have it.
On a motion by Mrs. Bragg, seconded by Mr. McCarthy, the Facilities Subcommittee meeting
adjourned at 6:47 p.m.
